code.typecheckTypeScript type-check (tsc)
Runs the TypeScript compiler bundled with openaudit (never the target's own) with --noEmit on each project tsconfig.json and reports type errors. tsc does not execute project code; tsconfig `plugins` are only loaded by tsserver. Skipped when dependencies are not installed, because every import would fail.
